COOKEVILLE, Tenn. (Nov. 19, 2004) — Filomena Palmer, director of
the Upper Cumberland district office of the Tennessee Early Intervention
System, is eager to lend a helping hand, said staff member Jonnie Smallwood.
"She is so nice and friendly, and she goes out of her way to do for
others," said Smallwood. "Whenever you see her, she has a big
smile on her face." TEIS is a free statewide service helping children
with developmental delays and disabilities from birth to three and their
families. The Upper Cumberland district, which is housed on Tennessee
Tech University’s campus, covers 17 counties. Ambassador nomination
forms are available from TTU’s Human Resource Services or by visiting
