QUALIFICATIONS:
Required:
Bachelor’s degree in a field relating to physical plant operations or equivalent education and experience.   Five years experience in facility management, plant operations, or building trades with at least two years in a supervisory position.  Ability to react calmly and effectively in emergency situations.  Ability to establish and maintain effective, cooperative working relationships with administrators, faculty, staff, vendors, contractors, and regulatory agencies.  Effective communication skills. Computer skills to include utilization of various software programs including MS Office.  Sufficient knowledge of buildings and grounds trades to supervise work performed in all areas.  This requires background in electrical, plumbing, masonry, heating, air conditioning, carpentry, and grounds management sufficient to describe work and manage purchasing in these areas.  Ability to work with faculty, staff, plant employees to coordinate and determine priorities of workloads and expenditures, relating to physical plant operations.  Ability to manage and encourage energy conservation.  Ability to communicate clearly and correctly.  Ability to relate well to the general public.  Ability to manage budget.

Preferred: Experience operating wastewater package plant.  Prior multi-disciplinary facility management job experience.

ESSENTIAL FUNCTIONS:
Plans maintenance, repairs and improvements for housing, studios, buildings and grounds.  Involves electrical, HVAC, concrete, plumbing, wastewater plant, carpentry, painting, custodial, roadway, grounds work, etc.  Assigns skilled and semi-skilled work, channels work orders.  Directs or assists with such work.  Recommends, evaluates, maintains budget.  Records expenses, projects future needs.  Writes bids and contracts, purchases supplies and equipment based on budget limitations and priorities.  Supervises all physical plant employees (permanent, temporary, and student).  Supervises security guard supervisor.  Includes recommending employments, terminations, and disciplinary action.  Institutes policies concerning plant operations.  Evaluates employee performance.  Coordinates daily work schedules.  Supervises housing use and makes housing room assignments.  Inspects housing for required maintenance and assess costs of property damages.  Coordinates scheduling of facility use with office staff.  Insures that housing, meeting rooms, and grounds are cleaned, maintained and set up for use or occupancy by students, guest groups, workshops and seminars, etc.  Completes and submits: requests for maintenance or construction, projects, physical inventory or equipment, annual physical facilities, inventory, TN Department of Health and Environmental Monthly Operations Report for wastewater package plant.  Updates and submits NPDES licenses renewal.  Coordinates hazardous materials inventory, MSD sheets, waste disposal, and compliance with such relevant TN Board of Regents and federal regulations.  Completes other written materials as necessary.

SALARY AND BENEFITS:
Commensurate with experience (Administrative Pay Grade 7).  Benefits include the accumulation of two vacation days per month and one sick leave day per month, and thirteen (13) University holidays.
