The Registrar will document the student’s
case and present it to an Institutional Review Panel (IRP).
The IRP has 14 calendar days after the student files the appeal
with the Lottery Scholarship Coordinator to award or reinstate
the student's Tennessee Education Lottery Scholarship award or
require a hearing with the student.
If the IRP decides a hearing is required, the IRP has 7 days
after the hearing, to render a decision. The Registrar will be present to present the student’s case
and to document the hearing.
The decision made by the IRP will be in writing and will include
a summary of the facts and issues along with the IRP’s decision.
This written decision is presumed to be delivered to the student
2 days after the decision is mailed from the U.S. Postal Service.
A student can seek an appeal of a decision made by the IRP. The
student shall request an appeal with the Tennessee Lottery Corporation
within 14 days from the date the written decision was delivered
to the student.

After the student files the appeal with the Corporation, and
the Corporation receives the record of the IRP hearing, the Appeals
Panel has 14 calendar days to award or reinstate the student’s
TELS award, or require a hearing with the student.
If a hearing is required, the Appeals Panel will give the student
14 calendar days, notice of the hearing date along with the time
and location of the hearing. The Appeals Panel will hear the appeal
no later than 45 days after the student properly files the appeal
with the Corporation, unless the student requests and is granted
an extension by the Appeals Panel.
The Appeals Panel has 14 days after the hearing to render a decision.
The decision made by the panel will be in writing and will include
a summary of the facts and issues along with the panel’s
decision. The Appeals Panel will provide a copy of the written
decision to the student as soon as possible. The decision by the
Appeals Panel is final.
